Google Talk is in Beta, and requires a Gmail username and password. It is a 900K download, and requires Windows XP/2000, and a minimum 56K connection (broadband recommended).
They point out that it is not a telephony service and can't be used for dialing emergency numbers such as 911 (or 119 in Japan).
